Huang Ruo gilt als „einer der weltweit führenden jungen Komponisten“ (New Yorker). Der „unverwechselbare Stil“ (New York Times) seiner dynamischen und originellen Musiksprache ist gleichermaßen von der traditionell-folkloristischen chinesischen Musik wie von der westlichen Avantgarde, Rock und Jazz inspiriert. Die nahtlose und organische Verknüpfung dieser unterschiedlichen Stile bezeichnet er selbst als „Dimensionalismus“. Huang Ruos Oeuvre umfasst Musiktheaterwerke, Orchester- und Kammermusikwerke, Tanz, Klanginstallationen, Multimediawerke, experimentelle Improvisation, Folk Rock und Filmmusik.

Die Musiktheaterwerke von Huang Ruo wurden an der Washington National Opera, der New York City Opera, der Opera Hong Kong und der Houston Grand Opera zur Aufführung gebracht. Seine Kompositionen werden unter anderem von Orchestern wie der New York Philharmonic, dem Philadelphia Orchestra, der San Francisco Symphony, der Seattle Symphony, dem National Polish Radio Symphony Orchestra, dem Philharmonischen Orchester Kiel, dem Hong Kong Philharmonic Orchestra und der Chamber Music Society of Lincoln Center aufgeführt.

Huang Ruo arbeitete mit Dirigenten wie Wolfgang Sawallisch, Michael Tilson Thomas, James Conlon, Alexander Liebreich, Ilan Volkov, Dennis Russell Davies und Peter Rundel zusammen. Zu den Ensembles, die seine Werke aufführen, zählen das Asko|Schönberg Ensemble, das Nieuw Ensemble, das Remix Ensemble, das Quatuor Diotima und das Ethel Quartet.

Seine Oper Dr. Sun Yat-Sen wurde 2014 an der Santa Fe Oper aufgeführt, 2017 folgt die kanadische Erstaufführung an der Vancouver Opera. Huang Ruos Oper Paradise Interrupted erlebte 2015 beim Spoleto Festival USA ihre Uraufführung. 2016 ist eine weitere Produktion beim Lincoln Center Festival sowie eine anschließende Tournee nach Asien und Europa geplant.

Huang Ruo wurde kürzlich zum Composer-in-residence des Concertgebouw in Amsterdam und des National Symphony Orchestra of Taiwan ernannt. Seine Werke werden von Ricordi verlegt.

Huang Ruo wurde 1976, in dem Jahr, in dem die chinesische Kulturrevolution endete, auf der Insel Hainan in China geboren. Sein Vater, der ebenfalls Komponist ist, erteilte ihm ab seinem sechsten Lebensjahr Kompositions- und Klavierunterricht. Huang wuchs in den 1980er- und 1990er-Jahren auf, also zu einer Zeit, in der China sich kontinuierlich der westlichen Welt öffnete. Sein Studium am Shanghai Conservatory of Music umfasste sowohl traditionelle chinesische als auch westliche Musik.

Aufgrund des tiefgreifenden kulturellen und ökonomischen Wandels China nach der Kulturrevolution beschäftigte sich Huang Ruo während seines Studiums mit Komponisten wie Bach, Mozart, Strawinsky und Lutoslawski, aber auch mit den Beatles, mit Rock´n`Roll, Heavy Metal und Jazz. Als Mitglied einer neuen Generation chinesischer Komponisten sieht Huang sein Ziel darin, westliche und asiatische Musikkultur miteinander zu verbinden und diese unterschiedlichen kulturellen Einflüsse so nahtlos miteinander zu verknüpfen, dass eine neue organische Einheit daraus entsteht.

Nachdem Huang Ruo 1995 den Henry Mancini Award gewonnen hatte, zog er in die USA, um sein Studium fortzusetzten. Nach seinem Bachelorabschluss am Oberlin Conservatory of Music setzte er sein Masterstudium an der Juilliard School fort, an der er abschließend im Fach Komposition promovierte. Derzeit unterrichtet Huang Ruo Komposition am Mannes College of Music der New School in New York. Er ist künstlerischer Leiter und Dirigent des Ensemble FIRE (Future In REverse) und wurde 2006 vom National Committee on United States-China Relations zum Young Leader Fellow ernannt.
